Public bug reported:

Binary package hint: gnome-system-tools

The "User Settings" tool doesn't allow user to set a blank password.

Steps to reproduce:
*) System -> Administration -> User and Groups
or) gksu users-admin
*) Click on "New User" -> Leave the password fields blank -> OK

What happens: This dialog appears:
"Password is too short
User passwords must be longer than 6 characters and preferably formed by
numbers, letters and special characters."

What should happen:
users-admin should let Richard Stallman create an account (at least with
"Desktop user" and "Unprivileged" profiles) ;)
However, it should show a (red) message box under the text entry (maybe a
web2.0-style box)

[GNOME version: 2.18.1 on Feisty]

** Affects: gnome-system-tools (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
