I can confirm this. How I reproduced it:
1) Open an application like Terminal on the current workspace.
2) Right-click the window's titlebar and choose to move it to another workspace.
3) The launcher icon for that window still shows it as being active, as 
reported. Also, clicking on it will not change to the new workspace where the 
window has been relocated to; a workaround is to change to the new workspace 
yourself, such as by using the workspace switcher.
When I first tried this, I was also expecting the launcher icon to change 
accordingly, yet it doesn't.
