I have seen similar reports to those of the reporter in the past, that junk mail does not move, frequently with unknown cause. In fact bug 487610, which the reporter states as causing a regression here, fixed one such case (where adaptive controls were not enabled.) Looking at that patch, I don't see any likely changes that would cause the regression described by the reporter. Reporter has also not described the kinds of tests that would be needed to confirm that his symptom is indeed a regression of that bug.
What is needed to fix these kinds of issues is a clear set of steps to reproduce. The steps given in comment 0 are incomplete, as I can do those and not see the bug. Really the STR needs to start from a fresh profile, but I would expect that with a fresh profile the reporter would not be able to reproduce the bug. So these problems I suspect occur as a consequence of a particular order of enabling features and manipulating folders. If we had a clear STR of a particular sequence that caused this issue, we might be able to fix it.
