A workaround that worked for me: Create a new user, with normal privileges. Log out of the affected user account, and log in with the new one, being sure to select Unity as the environment. Check the launcher for the new user. It should be back to normal. Log out of the new user, and back in to the affected account. The launcher was back to normal.
