I'm not sure if it can be considered a duplicate of bug #797819 because that
bug refers only to the behavior of fullscreen apps and when dragging something
that can actually be dropped on a launcher icon. This bug refers only to things
that can't be dropped on any application and so it doesn't even make sense to
show the launcher under any circumstances, like dragging gimp layers or
channels, a piece of text that was selected and dragged (tried dropping it on a
gedit launcher and it doesn't work). There are some things that trigger the
launcher to appear although it shouldn't, and this is what this bug refers to.
I hope I made myself clear.
However, if fixing the other bug implies that this one will also get fixed it
can be considered a duplicate.
