I found a solution: I used an usb hub for the mouse. I think it is
something about the power supply: the hub would introduce a
discontinuity in the signal and this acts like a replug.

I bet the software driver has a bad initialized variable somewhere. It
is set correctly only after the first replug! Mine is only a feeling:
I'm a programmer but I have never taken a look to the linux usb driver
code.
