I assumed that should be dpkg-reconfigure (rather than dkpg) and there should 
not be - on the front of console data, but console-data is not installed.   
apt-cache policy console-data shows
 $ sudo apt-cache policy console-data
console-data:
  Installed: (none)
  Candidate: 2:1.10-9
  Version table:
     2:1.10-9 0
        500 http://gb.archive.ubuntu.com/ubuntu/ natty/universe i386 Packages

If it is relevant, Keyboard Preferences > Layouts shows United Kingdom
and Generic 105-key (Intl) PC for the model.
