  Panel disappears case

After a resolution change, the Unity panel may disappear.

  Steps to reproduce:
1- Open the Monitors control panel.
2- Choose a different resolution and orientation (we use 640x480 upside down).
  3- Press Apply.
4- Select "Restore original configuration" to return to how things were
originally.

  Expected result:
  - Resolution restores, screen rebuilds and is visually identical to how it
was before the resolution changed.

  Actual result:
  - Display is corrupted in various ways. Moving the pointer, dragging windows
or generally forcing the system to redraw seems to eventually restore the
display to a usable state.
