I have just today gotten exactly the same problem and get exactly the
same error messages when I run kcontrol.
I installed a number of software packages the other day - Eclipse with
Perl and PHP plugins, the Subversion CSS with KDEsvn client, the Liferea
RSS reader, Streamtuner, Streamripper with KDE front end, the Tightvnc
viewer, xpdf, GnuCash, Hardinfo, and the Recoll search engine. All but
the latter were installed from the regular repositories via Synaptic
IIRC. Recoll was an Ubuntu deb package from the Web site.
I attempted to uninstall and reinstall kde-guidance and
kdesystemsettings via Synaptic - no change.
No other module appears to be affected except System Services.

It looks like dcopserver is already running. If you are sure
that it is not already running, remove /root/.DCOPserver_Spectrum__0
and start dcopserver again.
