I tried setting LC_COLLATE to "C" in my environment and it produces the results I expect, so this does not appear to be a bug in grep. It does mean that in several of my scripts, I will need to set LC_COLLATE to "C" explicitly, since "en_US.utf8" does not produce the desired behavior.
