I can confirm that this problem affects the ThinkPad X220T while running
Unity. The X220T uses the Intel HD 3000 chipset.  However, the fact that
normal applications cannot use the black space, but the dash does (in a
rotationally-challenged way), made me try logging in with Classic Mode
enabled, and I can confirm that in classic mode, the rotation happens
properly. Attached are some screenshots -- please let me know if you
need any additional debugging information from me.
