Thanks for your bugreport and thanks to Robert for the proposed fix. The difference between the "normal" upgradable and the "upgradable (upstream)" is that the former counts every package. But the later will omit version that only differ in the debian/uubntu revision.
E.g. 1.0-2 -> 1.0-3 is upgradable but not in the upgradable (upstream) filter.
