saksmlz: You can access the panel menu items with the keyboard. You can configure the shortcut (CompizConfig Settings Manager > Ubuntu Unity Plugin > Behaviour > Key to open the first panel menu). But you cannot have different shortcuts for the app menu and panel menus.
