While trying to fix this bug (moved the status bar after the addons table), I have found that the "Free" label in the addon changes status bar is a hardcoded label, and never changes. I would suggest changing that label to "Addons" and have the whole addon status bar as the header of the addon list, with the buttons shown or hidden depending on whether there are changes or there aren't any in the addon selections. IMO the Apply changes and the Cancel button look a lot more integrated in the addons header, and this also would solve this bug in a vertical-space-efficient way. See a screenshot of my local changes to see what I'm talking about.
