Because, Mozilla used to support multiple stable branches of Firefox,
each for nearly the entire life of an Ubuntu release. This meant that it
wasn't much of an issue before as we would only need to backport
security fixes for a few months of a particular Ubuntu release. That is
not the case any more though - there is just a single stable version of
Firefox, and Ubuntu will be following this stable branch for security
updates in future. The next planned security update is 6.0, in 6 weeks
time.
