Looks like a service started before CUPS during boot has taken CUPS'
port 631. Can you run the command
sudo lsof -i :631
Usually such services are not fixed on port 631 but take a random port.
So after a reboot of your system, CUPS should return to work normally.
So repooting and running
sudo apt-get install -f
sudo apt-get dist-upgrade
all should be OK again.
