Hello. I can confirm this bug too.
Update-manager cannot upgrade package language-pack-gnome-fr because dependencies are broken with another package called "base" of FR language. Workaround? Uninstall packages and reinstall it with a "sudo aptitude install language-pack-gnome-fr" command gives a good result and reinsall old versions of those packages. After, Update-manager cannot upgrade, the bug still here but the language on system is good. On update manager, the two packages are not selected in the window.
