Binary package hint: evince
To reproduce - turn on desktop effects. Open an instance of evince. Change to
different workspace. Use the scale plugin to select evince. Instead of
changing to the workspace evince is open on, the window manager moves evine to
the current workspace covering open windows there.
Standard versions of compiz, evine and everything else.
