I can confirm this bug in 11.04:

[ 3] 0.0-10.0 sec 693 MBytes 69.3 MBytes/sec
smbclient:
getting file \test of size 307200000 as test (28702.6 KiloBytes/sec) (average
28702.6 KiloBytes/sec)
mount via cifs:
307200000 bytes (307 MB) copied, 61.1143 s, 5.0 MB/s
games with CIFSMaxBufSize=130048 and rsize did not help
