Hi Kip,

Thank you for taking the time to report this bug and helping to make
Ubuntu better. The issue you are reporting is a feature request, as GHex
does indeed not have support for EBCDIC coding. GHex is part of the
GNOME software suite. As you are interested in seeing this feature
implemented, it would be nice if you could file a report requesting the
feature, to the developers of the software by following the instructions
at https://wiki.ubuntu.com/Bugs/Upstream/GNOME. If you have done so,
please tell us the number of the upstream bug (or the link), so we can
add a bugwatch that will inform us about its status.

As a workaround, I suggest looking at iconv, it's installed in Ubuntu by
default and could convert your EBCDIC files to some other encoding prior
to you looking at them with GHex, assuming the conversion makes sense at
all.
