Public bug reported:

This is a poor default choice. Most people with touchpads use both the
keyboard and the touchpad in combo. This setting causes a 1 sec or so
pause after using keyboard until touchpad control is returned.

Can be seen immediately when doing an install - type info in a box, try to move 
cursor to next box with touchpad, nothing happens for a second or so.
This option should be disabled by default, those that want it can enable when 
desired
