You'll have to explain the nature of the issue here a bit more clearly.
As far as I can see from the provided screenshot, the application title
bar is merged in with the panel. Hovering over the title bar should show
the menus. This is entirely intentional design of Unity, so your bug
would be Invalid if this is the problem. Can you provide a screenshot or
two to explain the problem more clearly?
