I had this bug and fixed it by the following.
Make sure you are authenticated before running the rm.
sudo rm /var/lib/apt/lists/* -vf
sudo apt-get clean
sudo apt-get update
sudo apt-get upgrade
I m very thankfull to Launchpad user "xillix" for a very simple and prompt
solution.
