Public bug reported:

When upstart tries to start my MythTV backend after a reboot, MythTV
tries to open the DVB devices, which don't yet exist, so it then just
sits there doing nothing rather than recording TV shows. I have to
manually restart it after booting to get it to work.

I modified the myth-backend.conf to wait for udevmonitor to stop, which
I believe should guarantee that all devices are available, and now it
seems to work fine.

Not sure whether this should be under upstart or mythtv.
