Reproducible on an upgraded system, fresh install and unity(-2d)

TEST CASE:
1. Open the keyboard settings
 $ gnome-control-center keyboard

Result:
There is no cursor on the delay and speed sliders (See screenshot) and no 
obvious way to set it up.
