Public bug reported:
In a similar vein to bug 791866, /etc/init/rc-sysinit.conf needs to be
updated to add an "emits deconfiguring-networking" line and then
"initctl check-config" run to ensure that the current dbus error
relating to the unknown event "deconfiguring-networking" disappears.
This bug was introduced by a recent change to dbus, but I think makes
sense to "fix" in the Upstart package as explained on bug 791866.
