Yes. You simply make sure they are not mounted at boot. If you set them up by adding a line to /etc/fstab reading something like: cgroup /sys/fs/cgroup cgroup defaults 0 0 Then just remove that line, and 'sudo umount -a -t cgroup' or reboot. If you installed cgroup-bin, then just uninstall that by doing 'sudo apt-get purge cgroup-bin'.
