I've investigated into this deeper, and found that library libsqlite3.a under /usr/local/lib is not the actual libsqlite3 library. apt-file search did not found any packages, to which this file may belong. I have no idea where it come from -) Actual libsqlite3.a from libsqlite3-dev package is in /usr/lib/x86_64-linux-gnu. The gem was successfully compiled after I deleted the first file.
