Thank you for taking the time to make Ubuntu better. It would appear the a file (or maybe a link) named /var/lib/tftpboot existed prior to installation of tftpd-hpa; as a result the configuration script tries to create a new directory as /var/lib/tftpboot does not exist as a directory, only as something else.
Please could you run the following commands and post the output to this bug report: sudo ls -l /var/lib | grep tftpboot Hopefully this will provide some more information as to why this file is present. You mention in your original bug report 'install fog Server' - assuming this refers to http://www.fogproject.org/ is there anyway that this file/link could have been created prior to installing tftp-hpa?
