Thank you for taking the time to make Ubuntu better.

It would appear that the configuration in /etc/squid/squid.conf does not
match the user setup on the system to run squid (normally proxy).
Please could you run the following commands and post the output to this
bug report:

 sudo grep cache_effective_user /etc/squid/squid.conf
 sudo grep cache_effective_group /etc/squid/squid.conf
 sudo grep squid /etc/passwd
 sudo grep proxy /etc/passwd
