"alacarte" is named "Main Menu" in the applications menu.

To be more specific, I pressed the button in the upper left with the
Ubuntu logo on it, then I searched for "Main Menu" and launched that
application. I added a custom application launcher through the "Main
Menu" application's interface. When I closed the "Main Menu" application
and went back to the application list by pressing the upper-left Ubuntu
button, the custom launcher wasn't there. However, when I restarted the
session, it appeared in the list.

All that is reconstructed from memory as I don't have Ubuntu installed
anymore.
