Amazon is still getting us information. However, they have confirmed that it is a dead-lock. The DomU just sits and spins CPU cycles, but never comes back.
What we do know: 1. The instance does not terminate 2. The instance will sit and spin with high CPU utilization 3. It only is known to effect CG1 and CC1 HVM instance types 4.
