Public bug reported:
I have one panel on the bottom, much like windows. I have applets on
the right side, clock, sysmon etc and they tend to switch places on
session restart and screen resolution resize (external monitor), even
though I have selected "lock to panel". I have to manually unlock,
reposition, and re-lock each applet.
In reporting this bug, I found three marked "invalid" but the comment
indicates it is a duplicate, without a link to the proper bug:

and one bug, #44082 with "fix released" but also "declined for lucid".
