This was also submitted as a question
(https://answers.launchpad.net/ubuntu/+question/164231), which I have
answered. It appears that the procedure being used to report nm-applet
or unity panel bug was incorrect, so even if the condition described
here really is a bug, it probably won't actually interfere with
reporting the original nm-applet bug.

Unless substantially more information can be provided (detailed
description, affected package, and apport-collect), it is unlikely that
this bug (if there is really a bug here) can be worked on by a
developer. However, if Help > Report a Problem does not work in one or
more applications and you are willing to perform some steps to narrow
down the problem, please change the status of this bug from Invalid to
Incomplete and provide a detailed description of specifically what
actions in what applications are intended to produced what effects and
what, if anything, happens instead.
