While it is intended, universal behavior for the launcher to be hidden
by maximized windows, it should be shown when the mouse is moved all the
way to the left of the screen or is hovered over the home button (above
where the launcher appears), and clicking the home button should be
effective. And that is the case for most people, so there is something
specific to your system that is triggering this bug.

First, please update all the installed software on your machine (you can
use the Update Manager for this), and see if you can reproduce this bug.
If not, you can change its statuses from Incomplete to Invalid. If you
can still reproduce this bug, then first, please verify that it is
occurring in unity rather than unity-2d. If you are unsure, you can run
the command

ps x | grep -v grep | grep unity-2d

in a Terminal window (Ctrl+Alt+T).

If you don't see any output from that command, then you're running 3D
Unity. On the other hand, if it lists unity-2d related processes (such
as unity-2d-panel, unity-2d-launcher, and unity-2d-places), then you are
running unity-2d rather than unity. If that is the case, then please
change the affected software in this bug report from "unity" to "unity-
2d"--that is, expand "unity" under Affects and change the project from
"unity" to "unity-2d"--and from "unity (Ubuntu)" to "unity-2d  (Ubuntu)"
--that is, expand "unity (Ubuntu)" under Affects and change the package
from "unity" to "unity-2d". Please *only* make these changes if you have
determined that you are running unity-2d and not unity!

Then, after verifying that this is happening with unity and not unity-2d
(or finding that it is happening with unity-2d, and making the above
changes), please open a Terminal window (Ctrl+Alt+T) and run:

apport-collect 804733

That will automatically attach some important information to this bug.
Once you have performed the above steps, check to make sure that Apport
information was attached (you'll see that the apport-collected tag has
been automatically added), then you can change this bug's statuses back
from Incomplete to New, as at this point there will be possibly enough
information included for a developer to begin working on the bug, or at
least to ask targeted questions for the purpose of obtaining such
information.
