I'm having a very difficult time reliably replicating this behaviour, but I am also experiencing the issue described in this ticket.
The attached screen shot shows Shotwell running, despite its corresponding launcher icon (marked as "keep in launcher") not showing a triangle to indicate an open window. When I clicked the icon to start Shotwell, the icon pulsated for several seconds after Shotwell finished loading. To me, this suggests that the launcher is not correctly detecting (or receiving notification) when Shotwell loads.
