Public bug reported:

Please sync matplotlib 1.0.1-3 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
qt3 is probably not going to disappear soon:
01:10 <jtaylor> ScottK: do we really still need this delta:
  https://launchpad.net/ubuntu/+source/matplotlib/0.99.1.2-2ubuntu2? qt3 is
still in the archive
01:11 <ScottK> jtaylor: No. It looks like someone from Debian Science
  may adopt qt3, so it's not going to die as soon as I thought when I did that.

Changelog entries since current oneiric version 1.0.1-2ubuntu1:

matplotlib (1.0.1-3) unstable; urgency=low

  * debian/patches/80_fix_tkinter_version_detection.patch
    - fix tkinter version detection; Closes: #632963
