I have experienced this problem as well, with an Intel 965 graphics kit.
I tried the mouse-polling fixes suggested here  (I often use Logitech
USB mouse), but they didn't seem to make much of a difference for me.

Today this issue had deteriorated my desktop to near-unusability.  My
uptime was 6 days under heavy use, lots of suspend/resume, so I checked
the system monitor to see what was going on.  I noticed what I thought
was an anomaly: unity-panel-service used nearly 105 Mb RAM, well above
the ~6ish it uses when it launches.  This memory leak is documented
elsewhere (#779185), but this is what's interesting:

when I killed unity-panel-service from the console, it immediately
restarted as expected...but the window dragging issue went away
immediately.  I wonder if anyone else can confirm this?  There may be a
connection between the memory leak and the behavior we're seeing here.
