Public bug reported:

ping command stopped working after applying update to Xubuntu 10.04 LTS 64-bit.
$ ping pong.eunet.rs
ping: icmp open socket: Operation not permitted

Ping is working for another users and also fping command works but not ping for 
a user that installed updates.
Additional request for tracing and machine info are welcome.
