This is a problem for chromium-browser generally, not just chromium- browser-l10n. Since chromium-browser-l10n itself is not architecture- specific, it is possible to install a newer version of it on armel, alongside older versions of other chromium-browser binary packages. But that workaround doesn't apply to the core application.
In Oneiric, it appears that this version is intended to be provided, but the build failed: https://launchpad.net/ubuntu/+source/chromium-browser/12.0.742.112~r90304-0ubuntu1/+build/2598708 I'd guess that may have happened for the other affected releases, as well. Without updated chromium-browser, the only versions currently available are the original release versions and, considering that the updated versions are provided in -security as well as -updates repositories, almost certainly contains lots of security vulnerabilities.
