This is a problem for chromium-browser generally, not just chromium-
browser-l10n. Since chromium-browser-l10n itself is not architecture-
specific, it is possible to install a newer version of it on armel,
alongside older versions of other chromium-browser binary packages. But
that workaround doesn't apply to the core application.

In Oneiric, it appears that this version is intended to be provided, but the 
build failed:

I'd guess that may have happened for the other affected releases, as
well.

Without updated chromium-browser, the only versions currently available
are the original release versions and, considering that the updated
versions are provided in -security as well as -updates repositories,
almost certainly contains lots of security vulnerabilities. (It seems
unlikely that many security vulnerabilities selectively didn't affect
armel builds, and it is outright impossible that all security vulns in
chromium-browser didn't.)
