Could you please open a gnome-terminal and run:
$ echo http_proxy
and attach the result to this bugreport?
(and edit the password if it is changed there). How do you start synaptic? Via
gksu? Or the gnome-terminal? It should pick up the proxy information from the
http_proxy environment.
