The upstream changelog included in wireless-tools 29~pre20-1ubuntu1 in
Gutsy claims that it fixes some issues running 32-bit wireless-tools on
a 64-bit kernel. Could you test this once it becomes available and once
you can upgrade to Gutsy without too much breaking, and let us know
whether this fixes this problem?
