This happen 50% of the time, especially with chromium (but happened with
gnome-terminal as well)
1. try to grab a window to the top to get it maximized
2. it's maximized, but it seems there is a race: 50% of the time, the maximized
window still have its decorator. It just appears rely reliably with latest
compiz.
