The issue is a year old, and as such the requested apport-collect can't
be created anymore. Also, it doesn't needs an extra diagnosis, as this
has already happened on our side, and we are recommending a fix (which
is backed by discussions in other communities - like the linked
PostgreSQL mailing list link etc.).
