The launcher which never hides is achieved in gconf by setting the key
desktop/unity-2d/launcher/hide_mode to the value "0".

( @fboucault: you can try the value "1" for auto hide, "2" for dodge
windows, or "3" for dodge active window, as seen in CompizConfig/Unity
).

Having said that, the bug is already clearly explained: maximised
windows have the same size in this hide mode than the screen, so we
can't see the part under the launcher. Really anoying.

I hope you can fix it.
