Well, I started going through this process in detail and discovered that
I had an available BIOS update for the board, which included firmware
updates for the nic. Upon applying that update, the symptom went away.
I believe this to mean that the bug was reported to the wrong place,
even though others are seeing the same symptom: it appeared to have been
a BIOS problem for me. No further activity from me on this.
