Once aspect to consider here is that from a VPN server perspective,
auto-starting is probably a good thing, while from a client perspective
it is not. With that said, almost every Ubuntu client will be configured
to use Network Manager (since it is the default). So to David's point
about Network Manager doing this on demand, it is likely a moot issue
for most clients.
