Yes, it's a duplicate. FWIW I don't agree with the sentiment of this bug
- the submitter of bug #687956 makes a good point - why do you need to
the tool tip? After even a short time using the system you'll be familar
with what the icons are. It just gets in the way. A short delay before
displayed is time-honored tooltip behaviour, otherwise we'd have them
popping up all over the place.
