You might check your BIOS settings to see if there's anything in there
that you can change (I don't know what to tell you to look for though,
it could be reserving it for the GPU so you might check for any settings
related to graphics memory). The kernel can only use whatever memory the
BIOS tells it can be used, so there's not anything that can be done in
the kernel. Therefore I'm closing this as invalid.
