How to reproduce in a Desktop environment (not command line): - Create a file with a non UTF-8 character in the filename (for example "página.txt") - Make a zip file from it (right click on it and choose "Compress..") - Click on the new zip file. It opens with Fille Roller. - In Fille Roller we can preview the contents of the zip file. We can see "p??gina.txt" instead of "página.txt". - If we click on the file, it should get decompressed but we get "caution: filename not matched: P\?\?gina.txt"
